    Nepal Plans Seasonal Electricity Tariffs to Offset Controversial 5% Budget VAT

    Nepal is moving toward a seasonal electricity pricing system, offering cheaper rates during the high-production rainy season. The strategy aims to encourage local consumption of surplus hydropower and ease public anger over a newly proposed 5 percent VAT on domestic electricity bills.

    The proposed shift to seasonal tariffs marks a turning point in how Nepal regulates its expanding energy surplus. Currently, domestic single-phase consumers are billed on a tiered structure, paying anywhere from 3 rupees per unit (for low usage up to 20 units) up to 12 rupees per unit for high-end consumption exceeding 400 units. While the central government has successfully integrated green-energy incentives in recent years—such as a discounted night rate of 4.20 rupees per unit for electric vehicle charging stations between 11 PM and 5 AM—this new seasonal initiative seeks to systematically drive domestic cooking and transport toward electrification. According to acting executive director Dirgha Shrestha, the actual implementation of these promotional rates remains completely frozen until the government fills leadership vacancies at the Electricity Regulatory Commission. Once the commission is fully constituted and public consultations conclude, the revised tariff structure is expected to legally protect middle-class households from heavy utility inflation while maximizing the financial utility of Nepal's hydropower infrastructure.
