Infrastructure Development Minister Sunil Lamsal has said the government plans to bring stalled projects arising from previous investment commitments and agreements into implementation through a new legal framework and a one-stop system. Speaking at a three-day workshop on legal reforms for investment and development organized as part of preparations for the Nepal Infrastructure Conference 2026, Lamsal said investment proposals presented at previous investment conferences, as well as proposals submitted by domestic and foreign investors outside such events, would be processed under the proposed law. He said the government would bring all relevant agencies together to clearly determine how long investors would need to move their projects from agreement to implementation. Projects that have remained in the pipeline for years or were agreed upon but failed to move into implementation would receive particular attention, he said. According to Lamsal, some projects were agreed upon by the government 12 to 14 years ago, with investors already incurring initial expenses, but remain stalled for various reasons. He also said the government plans to consult investors who have previously invested in Nepal to identify the problems and challenges they have faced and assess their experience of investing in the country. The proposed legal framework is intended to make the investment process more predictable by specifying the timeline from agreement signing to project implementation.
